A Regular meeting of the Board of Trustees of Weatherford Independent School District will be held July 21, 2011, beginning at 7:00 PM in the Board Room of the District Services Building, 1100 Longhorn Drive, Weatherford, Texas.
The subjects to be discussed or considered or upon which any formal action may be taken are as listed below. Items do not have to be taken in the order shown on this meeting notice.
Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.
Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to the OPEN FORUM portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.

4. Read and approve the June 9, 2011 Work Session minutes, the June 9, 2011 Regular Meeting minutes, the June 20, 2011 Special Meeting minutes, and the June 30, 2011 Special Meeting minutes.

6. Superintendent's Report/Communications and Information
A. Hear Leading Indicator Process (LIP) report. The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. Also, included for the Board’s information is a summary report for the Monthly LIP Report. The Board LIP Summary Report contains the total number of data elements reported for each LIP measure, a summary of the number of data elements reported that are coded red, yellow, or green, whether a Mid-Course Correction was reported, and a reference page number in the LIP report where the data are located.
B. Review the May 2011 fifth and eighth grade TAKS retest reading and mathematics results. The May 2011 fifth and eighth grade Reading and Math TAKS results for Weatherford Independent School District are attached for review.
C. Review the Weatherford ISD Student Code of Conduct for the 2010-2011 school year. A draft copy of the WISD Student Code of Conduct is provided for the Board’s review. Each district is required under Texas Education Code 37.001 to develop a student code of conduct as part of a district discipline management plan. The WISD Code of Conduct was developed using the Model Student Code of Conduct provided by Texas Association of School Boards (TASB). The Code of Conduct reflects the latest legislative and administrative codes. There will possibly be a few changes in the WISD Student Code of Conduct for 2010-2011 after the Model Student Code of Conduct is received from TASB once any changes have been updated after the special Legislative Session.
D. Review the Campus Student Handbooks for the 2011-2012 School Year. Weatherford ISD Policy FN (LOCAL) now states that the student handbooks are subject to Board review. Annual approval by the Board is no longer required. The campus handbook “drafts” for elementary and secondary campuses are provided for Board review. These handbooks follow the Model Student Handbook provided to Weatherford ISD by the Texas Association of School Boards (TASB) to assist in communicating essential information to students and parents. The Model is based on provisions, legislation, and practices common to Texas schools.

A. Consider local policy revisions recommended by the Texas Association of School Boards (TASB) Policy Service Update 90 on second reading. Update 90 focuses largely on two key topics, the new State of Texas Assessment of Academic Readiness (STAAR) program and various technology issues. Enclosed to assist your review of the revisions to local policy are Vantage Points – A Board Member’s Guide to Update 90, Explanatory Notes, and a copy of the revised local policies.
B. Consider revisions to Board Policy CH (Local) on second reading. Board policy CH (LEGAL) designates all district contracts, except contracts for the purchase of produce or vehicle fuel, valued at $50,000 or more in the aggregate for each 12-month period, shall be made by one of six methods providing the best value for the District. CH (LOCAL) currently reflects the threshold at $25,000. Administration recommends that local policy reflective of legal policy.
10. New Business
A. Consider approval of recommended Board Meeting Dates for the 2011-2012 school year. The proposed dates for the 2011-2012 Board Meetings are included with this item. In accordance with Board Policy BE (Local), all Board Meetings will be held at the District Services Building on the second Thursday of the month, with exceptions in January, June and July. The Work Systems Review schedule is also included with this item. Dates and times may be changed by the Board President.
B. Consider revisions to Board Operating Guidelines. Each year, the Board reviews the Board Operating Guidelines to determine any revisions, additions, or deletions. This document is included for the Board to review and determine if changes are needed. Any Board member wishing to suggest a change for Board consideration may do so during the meeting.
C.Consider approval of the Board Annual Planning Calendar for 2011-2012. The Board Annual Planning Calendar provides a listing of what Board Agenda Items typically occur each month. To ensure that the calendar remains current, the Board reviews it on an annual basis. To that end, the Board Annual Planning Calendar is included for Board review.
D. Consider revisions to Board Policy CE (LOCAL) on first reading. This revision to board policy will allow for the Weatherford Independent School District to report governmental fund balances per GASB 54 definitions. To update WISD’s annual operating budget policy, the following revisions to CE(LOCAL) are recommended: Add DEFINITIONS to convey the meaning of fund balance, fund balance of the general fund, non-spendable fund balance, restricted fund balance, committed fund balance, assigned fund balance, and unassigned fund balance, as used in this policy. A copy of the proposed board policy changes is attached.
E. Consider Federal requirement for 2011-12 lunch meal pricing equity increase. The Healthy and Hunger-Free Kids Act of 2010 calls for progressive equity to be achieved between the federal reimbursement rate for free student meals, currently $2.72 per meal, and the District prices of $2.00 for elementary school lunches and $2.50 for secondary school lunches. This provision of the law is effective July 1, 2011. Per the USDA guidelines, WISD lunch prices must increase by five cents.
F. Consider participation and cooperative purchasing agreement for JP Morgan Chase Credit Cards. The Weatherford ISD’s current credit card agreement with the State of Texas is set to expire on August 31, 2011. The Administration is proposing to participate in the City of Fort Worth’s program which will allow the District to continue to receive the current level (or better) of goods and services. If approved, the District will not be required to make any changes with JP Morgan Chase credit card services and the District would have no interruption in services.
G. Consider revisions to Board Policy EHBB (Local) on first reading. This policy revision to EHBB (Local) will change the number of assessment opportunities for identifying gifted and talented students from once each semester to once each year in grades 1-6. The second change allows reassessment every two years instead of after one year in elementary grades (k-6). This revision follows a TASB recommendation.
H. Consider closing of administrative offices July 2-6, 2012. In an attempt to further reduce utility costs, the Administration is requesting that the Board consider closing all administrative offices for one week in the summer of 2012. This request is being made early so that the WISD Calendar Committee can set the week of July 2--6, 2012 as a common time to close administrative offices in the upcoming 2012-2013 school year.
I. Consider bids for sale of property. Weatherford ISD is accepting sealed bids at the District Services Building until 3:00 pm on July 12, 2011, for the property commonly known as the Bowie Learning Center. Any and all bids will be presented to the Board of Trustees for consideration and possible action, including adoption of a resolution approving the bid to sell the real property (surface only), together with any and all improvements on the real property, described as being that certain lot, tract or parcel of land lying and being situated in Weatherford, Parker County, Texas, and being all of Lot No. Eleven (11), and the East Forty (40) feet of Lot No. Twelve (12), of Block No. Nine (9) of Soward & Dugan’s Addition to the City of Weatherford, Parker County, Texas.
J. Closed Session per Texas Government Code.

11.Adjournment If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
